Instead, the Daedric Prince Hermaeus Mora will appear to kill Miraak when there are no dragons left and his health is significantly low. It's also worth noting that the Dragonborn won't be the one to deliver the final blow against Miraak. Wearing armor that defends against Destruction magic is also a good idea. He's more dangerous in a ranged fight than a close combat battle, particularly considering his array of powerful spells, including electricity-based ones. Sticking close to Miraak is a good way to make things a little less challenging. There are quite a few tactics to utilize that make the process easier, though.
